Minutes of the Parish Council Meeting held on Wednesday 1st July 2020 at 7.30pm via a Zoom virtual meeting
Present: Cllr S Luxton (Chairman), Cllr R Tillett, Cllr W Honan, and Cllr A Birmingham (ViceChairman)

16/20 Public Question Time
No members of the public were present
17/20 DCC Update
Cllr Ray Bloxham had previously provided an update which had been circulated to Council. In response to a question which enquired as to how the Police were coping during the current crisis he explained that there had
been issues with large groups of people gathering and causing incidents but they were actively looking at ways to control this.
18/20 EDDC Update
Cllr Fabian King had previously provided an update which had been circulated to Council. He provided the Parish Council with an update of the draft Greater Exeter Strategic Plan and stated that public consultation on the Plan would begin in September 2020
19/20 Financial items:
Council had before it and NOTED the account summary detailing payments and receipts to 30th June 2020
Council NOTED that the following expenses were authorised and paid since the last meeting on 20th May 2020.

• 1 x to Clerk (May Salary)
• 1 x to HMRC (May Salary)
Payments were authorised by email by the Chairman, Cllr A Birmingham and Cllr R Tillett in line with the Financial Regulations.

20/20 Additional items
• The Chairman informed the Council that a further £3000 had been awarded to the Covid 19 volunteer group
• Discussions took place with regard to the funding available for the Walking and Cycling routes. Cllr R Bloxham informed the Council that in the first instance monies would be made available for urban routes and that no hard infrastructure changes were envisaged. He informed the Council that the current cost was £78 a metre to build a cycling route and that if the Council wanted to upgrade the footpaths to Stoke Canon and Upton Pyne it would need to source the funding itself. Although Councillors felt that the costs could be prohibitive, they requested that SCPC and UPPC be contacted to establish if there was an appetite for funding such schemes in the neighbouring parishes.
• Discussions took place with regard to the recent Anti-Social Behaviour issues experienced in the village and along the river Exe. Councillors felt there was little the Parish Council could do but encourage villagers who witnessed such actions to report to the Police when the problem was happening.
• The Clerk gave an update on progress of the new website
