Minutes of the Parish Council Meeting held on Wednesday 20th May 2020 at 7.30pm via a Zoom virtual meeting
Present: Cllr S Luxton (Chairman), Cllr R Tillett, Cllr L Fletcher-Neal, Cllr W Honan, and Cllr A
Birmingham (Vice-Chairman)
In Attendance: Carole Oliphant (Clerk), DCC Cllr Sara Randall Johnson, DCC Cllr Ray Bloxham
and EDDC Cllr Fabian King
1/20 Apologies:
Apologies were received from Cllr E Hollingsworth and Cllr Ed Johns

3/20 Minutes of the meetings held on Wednesday 22nd April 2020 Were agreed as a true record and virtually SIGNED by the Chairman
4/20 Public Question Time
No members of the public were present
5/20 DCC Update
Cllr Sara Randall-Johnson updated Council and informed themthat DCC had been working with Care Homes and that although there was currently sufficient PPE that supplies were getting low. She stated that there were 330 Care Homes in Devon and all of them were privately owned apart from 2 specialist dementia care home which were run by DCC. She stated that the new Nightingale Hospital was operational and was based in Sowton, Exeter. It had a 120 bed capacity.
Cllr Ray Bloxham gave an overview of the new Government guidelines with regard to the crisis and the Police changing tactics to be able to deal with them.
6/20 EDDC Update
Cllr Fabian King had previously provided an update which had been circulated to Council. He provided details of issues highlighted to him of dog waste bags being left on private property within the village and he had contacted EDDC Street Scene Team and the Dog Warden to try and resolve the issue and the resident affected was keeping a diary log of instances.
7/20 Financial items:
Council had before it and NOTED the account summary detailing payments and receipts to 30th April 2020
Council NOTED that the following expenses were authorised and paid since the last meeting on 22nd April 2020.
• Expenses approved for payment:
• 1 x to Clerk (April Salary)
• 1 x to HMRC (April Salary)
• DCC Grant to BS Covid 19 Voluntary Group - £495
• Zurich Insurance - £257.60
• TS Watkins – Internal Auditor - £30
Payments were authorised by email by the Chairman, Cllr A Birmingham and Cllr R Tillett in line with the Financial Regulations.

8/20 Certificate of Exemption – AGAR 2019 – Part 2
Council RESOLVED to approve the Certificate of Exemption – AGAR 2019 – Part 2 and it was duly SIGNED by the Chairman
