Minutes of the Parish Council Meeting held on Wednesday 21st April 2021 at 7.30pm via a Zoom virtual meeting
Present: Cllr S Luxton (Chairman), Cllr W Honan, Cllr A Birmingham (Vice-Chairman), Cllr W Gallois and Cllr N Vickers
In Attendance: Carole Oliphant (Clerk), EDDC Cllr Fabian King

80/20 Declarations of interest
Cllr S Luxton declared a personal interest in the S106 Church path item as his development had contributed to the funds available

82/20 Public Question Time
No members of the public were present
83/20 BT Telephone Box
The Parish Council had received a request from a member of the public to consider taking on the telephone box and turning it into a library.
Members discussed the request and AGREED to canvas the electorate via the village email list to understand if there was a consensus to dispose of the telephone box and turn it into a public amenity.
The Clerk would contact BT to understand the current usage of the telephone box
84/20 Church Path
The Clerk informed Members that EDDC required that the Parish Council formally AGREED to retract control of the S106 funding from the Friends of Brampford Speke Group.
The S106 funding amounted to £2006.76 and to date one quote had been received for £4500.
Members requested that the Clerk contact the three owners of the path to understand if they would be willing to contribute to the funding of the resurfacing.
In addition, EDDC would be contacted to understand if they would contribute to the resurfacing of the path in the closed churchyard which they were responsible for.
It was therefore RESOLVED that the Parish Council would retract the S106 funding from Friends of Brampford Speke and make an application to secure the funding to resurface Church Path

Note: Cllr S Luxton declared a personal interest as his development had contributed to the S106 funds available and did not take part in the discussion or vote on the proposal
85/20 DCC Update
An update had been circulated to Members
86/20 EDDC Update
Cllr F King had provided Members with his update. He provided further information on:
• Poverty in East Devon
• Progress of the Local Plan
• Raddon Hills Group
• Planning Enforcement
87/20 Financial items:
Council had before it and NOTED the account summary detailing payments and receipts to 31st March 2021
Council NOTED that the following expenses were authorised and paid since the last meeting on 3rd March 2021
• Expenses approved for payment:
1 x Payments to Carole Oliphant (March Salary)
1 x Payments to HMRC (March Salary)
1 x Payment Zurich Insurance - £257.60
1 x Payment Mark Short - £150 – Gritting
1 x DALC - £36.00 – Councillor Training
Members NOTED that the payments were authorised by email by the Chairman, Cllr A Birmingham and Cllr R Tillett in line with the Financial Regulations.

Council RESOLVED to approve the Certificate of Exemption – AGAR 2020 – Part 2 and it was duly SIGNED by the Chairman

Council had before it, and NOTED, the Annual Internal Audit Report for 2020/2021

Council RESOLVED to approve the Annual Governance Statement 2020/2021 and it was duly SIGNED by the Chairman

Council RESOLVED to approve the Annual Accounting Statements 2020/2021 and it was duly SIGNED by the Chairman

92/20 Annual Parish Meeting
The Parish Council AGREED that the Annual Parish Meeting would be held virtually on the rising of the Annual Parish Council Meeting on 5th May 2021.
Villagers would be contacted via the village email list and encouraged to attend
93/20 Raddon Hills
The Parish Council AGREED for Members to attend the next meeting of the Raddon Hills Group
94/20 Parking Cones
The Parish Council AGREED to order 30 parking cones and villagers would be encouraged to apply for one via Speke Up.
95/20 Speke Up
The Clerk was tasked with providing an update for the next edition which would include:
• Future meetings of the Parish Council
• Update on virtual meetings
• Parking Cones
• The AGM and APM to be held in May
96/20 Next Meeting
Meeting finished at 8.32pm. Next meeting 5th May 2021
