Minutes of the of the Parish Council Meeting held on Wednesday 3rd April 2019 at 7.30pm at the Village Hall.


Present: Cllr S Luxton (Chairman), Cllr A Birmingham ( Vice-Chairman), Cllr J Gibson, Cllr E Johns, Cllr E Hollingsworth, Cllr R Tillett and Cllr M Merrett

The minutes of the Parish Council Meeting of 6th March 2019 were adopted as a true record and duly signed by the Chairman

41/19 Ongoing topics

1: Village Hall –

Cllr Tillett and Cllr Merrett thanked County Councillors Ray Bloxham and Sara Randall-Johnson on the Locality Fund Grant which had been used to replace the railings 

2: Footpaths & Verges-

Cllr Gibson informed the Group she had notified DCC that she was no longer Footpath Warden. The Group thanked Cllr Gibson for the work she had put in during her time as Footpath Warden. Cllr Johns confirmed he would act as Footpath Warden until a permanent replacement could be found.

3: Verges-

Cllr Johns advised that the verges would receive a first cut in April or May

4: Trees –

Cllr Hollingsworth explained that she would arrange for the first cut of the grass around the WW1 trees

5: Highways & Traffic Management-Cllr Tillett gave an update on the Burridge Hill flooding

6: Community Engagement –

Cllr Gibson would provide an electronic copy of the Newsletter so that it could be used as a template for future editions. Cllr M Merrett notified the Group that he would continue to service the Parish Council Website and Facebook page.

Cllr Grundy provided a report which was NOTED

43/19 DCC

Cllr Randall-Johnson informed the group she would enquire with DCC about the recent failures with Chapter 8 training and various issues with Highways

44/19 Planning

The group agreed to a site visit for 19/0680/FUL - Pound Cottage Brampford Speke Exeter EX5 5DU

45/19 Financial matters

The Clerk’s financial reports were all NOTED with thanks (appendix 1)

Payments were approved for:
• 1 x The Clerk (Mar)
• 1 x HMRC (Mar
• 1 x Zurich Insurance

The group NOTED the updates from the Church and the Toddlers Group on their Community Grants and what the funds had been spent on.

Accounting Statements March 2019

46/19 Governance

The Group received and approved the accounts for the year ending March 31st 2019 as follows:

Completed the Certificate of Exemption – Exempting the Parish Council from a limited assurance review under Section 9 of the Local Audit (Smaller Authorities) Regulations 2015

47/19 The Group agreed and approved the Annual Governance Statement for
year ending March 31st 2019

48/19 The Group agreed and approved the Summary Accounting Statements for
year ending March 31st 2019

49/19 The Group agreed for the Clerk to appoint Karen Garland (Elections Officer – MDDC) as the internal auditor for 2018-2019 and agreed the fee of £25.00

The meeting closed at 8.32pm.

The next meeting would be Wednesday 15th May 2019 at 7.30pm, Village Hall. The Parish Meeting would be on Wednesday 24th April 2019.
