Minutes 6th March 2019
Minutes of the of the Parish Council Meeting held on Wednesday 6th March 2019 at 7.30pm at the Village Hall.

27/19 Minutes of meeting held on Wednesday 6th February 2019
The minutes of the Parish Council Meeting of 6th February 2019 were adopted as a true record and duly signed by the Chairman
28/19 Democratic period
None
29/19 Village Tree Group
A local resident had offered to pay for the tree and the Chairman informed the Group that he would pass on the information to the tree group.
30/19 Ongoing topics
1: Village Hall – Cllr Tillett explained that the BSVHT were grateful to the Parish Council for arranging a building inspection.
2: Footpaths & Verges- Cllr Gibson informed the Group that the end of year P3 application had been sent to DCC. She explained that as she was leaving the Parish Council, she would return the equipment (Strimmer) at the next meeting and she would try and find a replacement Footpath Warden.
Cllr Johns advised that the verges would receive a first cut in April or May.
3: Trees – Cllr Hollingsworth explained that ash dieback was getting closer to the village.
4: Highways & Traffic Management-Cllr Tillett gave an update on the Pynes Hill flooding
5: Community Engagement – No Update
31/19 EDDC
Cllr Grundy provided a report on the Community Land Trust which was discussed and the Parish Council decided to explore the issue of Affordable Housing in the future.
He said that with support from EDDC dog warden he had pursued the fixed penalty motion with relation to dangerous dogs with Neil Parish MP, although at this stage no response had been forthcoming.
32/19 DCC
Cllr Randall-Johnson gave an overview of issues with County Lines Gangs.
Cllr Bloxham explained that the DCC budget had now been agreed and there was additional funding for adult social care and children’s services.
33/19 Planning
The Clerk was tasked with obtaining the process of putting a Community Protection Order on the Pub.
34/19 Financial matters
The Clerk’s financial reports were all NOTED with thanks (appendix 1)
Payments were approved for:
• 1 x The Clerk (Feb)
• 1 x HMRC (Feb)

Accounting Statements February 2019
The Community Grant application for £100 from Mid Devon Mobility was approved.
(Proposed by the Chairman)
The Group received an update from the Toddler Group as a previous recipient of a Community Grant.
35/19 Other information
• The Chairman informed the Group that the Clerk had resigned and would be leaving at the end of May and that the recruitment process had begun

o DCC Councillors to give an update
o Parish Councillors to give an update on their lead area’s
