Parish Council meeting was held in Cruwys Morchard Parish Hall on Thursday 5th December 2019 at 8 p.m.


1 MEMBERS PRESENT
Mr G. Hall (Chairman), Mr D. Berry, Mrs J. Mitchell, Mr P. Lake, Mr. R. Hill, Mr. M. Lake, Cllr P. Colthorpe.
2 APOLOGIES FOR ABSENCE
Mr N. Baker (Work Commitments), Mr G. Kingdom (Work Commitments), Cllr M. Squires
3 NON-ATTENDANCE
None
4 MINUTES OF PREVIOUS MEETINGS
The minutes of the meeting held on 14th November 2019 had already been circulated prior to the meeting.
Proposal: Agreement to the content of the minutes was proposed by Mr M. Lake and seconded by Mrs Mitchell and was unanimously agreed by the meeting and duly signed by the chairman.
5 DECLARATION OF INTEREST
None
6 MATTERS ARISING
None
7 PLANNING APPLICATION (19/01847/FULL) – Retention of an agricultural livestock and storage building and erection of extension to building at Chapple Farm, Pennymoor
A discussion took place.
Proposal: Mr Hill proposed and Mr Berry seconded agreement to this planning and the meeting unanimously agreed
8 REMOVAL OF PUBLIC PAYPHONE – CRUWYS ARMS, PENNYMOOR
The clerk stated that BT had sent a letter about the removal of the above and asking for any comments. A short discussion took place, but there is no longer a phone in the box.
Proposal: Mr Berry proposed and Mr. M. Lake seconded no objections to the phone box being removed and the meeting unanimously agreed.
9 NEW CODE OF CONDUCT
The clerk had already circulated a revised model Code of Conduct from Mid Devon District Council with a few amendments to the previous copy.
Proposal: Mrs Mitchell proposed and Mr. Hill seconded adopting the revised Code of Conduct and the meeting unanimous agreed.
10 HIGHWAY PROBLEMS
The following highway problems were reported:
• Potholes between West Ruckham and the Parish Hall
• Potholes on other side of Withleigh just passed Gaylards
• Bad road surface between Worthy Bridge and Little Silver
