Parish Council meeting was held in Cruwys Morchard Parish Hall on Thursday 10th January 2019 at 8 p.m.

Mr G. Hall (Chairman), Mr. A. Chave, Mr. G. Kingdom, Mrs J. Mitchell, Mr D. Berry, Mr M. Lake, Cllr P. Colthorpe (District Councillor) Mr K. Stokes and Mr C. Bradbury

Mr R. Hill (Involved with road accident), Mr. N. Baker (Work commitment),

3 NON-ATTENDANCE

4 MINUTES OF PREVIOUS MEETING

The minutes of the meeting held on 13th December 2018 had already been circulated prior to the meeting.

Proposal: Agreement to the content of the minutes was proposed by Mr Lake and seconded by Mr Kingdom and was unanimously agreed by the meeting and duly signed by the chairman.

5 DECLARATION OF INTEREST

None

6 MATTERS ARISING

The clerk stated that there was a problem with the parish council laptop which would not load up. She took it to a repair shop who stated that the keyboard was broken and would need replacing at a cost of £95.00

Proposal: Mr Berry proposed and Mrs Mitchell seconded agreement to the repair and the meeting unanimously agreed. The clerk agreed to arrange for the repair to be done.

7 PROPOSED PLANNING APPLICATION for residential/educational facility at Kelly Farm, Nomansland – Visit from planning consultants and facility owner

Mr Kit Stokes (Morgan Stokes Planning Design) and Mr Carl Bradbury (Bradbury Group) gave an overview of the proposed planning for Kelly Farm and details of the aim of the project:

• Centre with be educational and therapeutic

• 20 Residential units for adult with mental health issues and disabilities to provide them with needed support to learn life skills

• Places funded by Local Authority

• Small farm with animals and land maintained by residents

• Farm manager and care staff to supervise Planning likely to take 2 – 4 months with construction probably another 12 months

Mr Stokes and Mr Bradbury left the meeting

8 PLANNING APPLICATION (18/01686/FULL & 18/01687/LBC) Construction of steps and decking at land and buildings at Coombeland, Pennymoor

A short discussion took place.

Proposal: Mr Chave proposed and Mr Kingdom seconded agreement to this application and the meeting unanimously agreed

9 HIRE OF PARISH HALL

The clerk stated that the parish council had had 10 meetings in 2018 in the parish hall at a cost of £96.00 (£6 per hour x 16 hours)

Proposal: Mr Lake proposed and Mr Chave seconded payment of the cost and the meeting unanimously agreed. A cheque was duly drawn and signed by the chairman and clerk.

10 HIGHWAY PROBLEMS

The following pothole were reported:

• The corner at Greenland Head had been damage by large vehicle

• Missing fingerposts at Robins Cross

• Several pot holes between Little Heath and Robins Cross
