Parish Council meeting was held in Cruwys Morchard Parish Hall on Thursday 20th June 2019 at 8 p.m.

MINUTES OF PREVIOUS MEETINGS
The minutes of the meeting held on 9th May 2019 had already been circulated prior to the meeting.
Proposal: Agreement to the content of the minutes was proposed by Mrs Mitchell and seconded by Mr Baker and was unanimously agreed by the meeting and duly signed by the chairman.

MATTERS ARISING
The clerk stated that she had spoken to Cllr Squires earlier today, who had confirmed that she had spoken to Tom Vaughan (Highways) about the TRO for speed limits
through Pennymoor and Lapford and he had stated that it had been agreed for the TRO to apply to both Cruwys Morchard Parish and Lapford Parish. The current situation was that they were undertaking surveillance work on the relevant roads which required measuring and deciding on where the road signs would be placed etc. It is expected that this work will take some time to complete.

CO-OPTION OF PARISH COUNCILLOR
The clerk stated that since the elections in May the Parish Council now had a vacancy for a Parish Councillor.
Some discussion took place and the following agreed.
Proposal: Agreement to co-option Mr Peter Lake, Nomansland as Parish Councillor was proposed by Mrs Mitchell and seconded by Mr Berry, the meeting unanimously agreed.
Mr P. Lake signed the Acceptance of Office form

PLANNING APPLICATION(Revised)(19/00075/MFUL) Erection of an agricultural educational/training facility to include demolition of farm buildings; erection of 5 buildings comprising of 20 residential apartments for service users; alterations to convert existing buildings to create classrooms and office suites; formation of an access track and overspill car park at Kelly Farm, Nomansland.
The meeting discussed the revised report on the highway situation and proposed the following:


Proposal: Mr Berry proposed objections to the application with Mrs Mitchell seconded this proposal and meeting unanimously agreed. The meeting felt that none
of the traffic issues raised previously had been addressed in the revised documentation.

PLANNING APPLICATION (19/00844/HOUSE) Erection of a garage and formation of additional hard standing for the parking of vehicles at The Spinney, Pennymoor.
A discussion took place and some concerns were raised about the proposed drainage work.
Proposal: Mr Berry proposed to agreement to this application and Mrs Mitchell seconded, with the meeting unanimously in agreement.

However, they did have some serious concerns that the drainage should be made properly so that any water avoided:

  • The neighbouring field
  • The adjacent property which is sited ata lower level to this property
  • Water running into the road which would ice over in certain conditions

10 HIGHWAY PROBLEMS
Mr Lake asked for an update on the closure of Edgworthy Lane, Nomansland between The Forge, Nomansland and Looseland Cross, which was suppose to closed for 18
months but that time had now elapsed. The clerk stated she would speak to highways.
