Parish Council meeting was held in Cruwys Morchard Parish Hall on Thursday 14th November 2019 at 8 p.m.


1 MEMBERS PRESENT
Mr G. Hall (Chairman), Mr D. Berry, Mrs J. Mitchell, Mr P. Lake, Mr. R. Hill, Mr. M. Lake, Mr. N. Baker, Mr G. Kingdom, Cllr P. Colthorpe.
2 APOLOGIES FOR ABSENCE
None
3 NON-ATTENDANCE
None
4 MINUTES OF PREVIOUS MEETINGS
The minutes of the meeting held on 8th August 2019 had already been circulated prior to the meeting.
Proposal: Agreement to the content of the minutes was proposed by Mr Berry and seconded by Mrs Mitchell and was unanimously agreed by the meeting and duly signed
by the chairman.
5 DECLARATION OF INTEREST
Mr D. Berry declared a pecuniary interest in the agenda item Churchyard Grants
6 MATTERS ARISING
None
7 DEFIBRILLATOR REPLACEMENT PADS AND CHARGER
The clerk stated that the parish defibrillator’s pads and charger were about to run out of date and she had been contacted by the original seller offering to replace them. All
parish councillors had been contacted since the previous meeting and had agreed to purchase the replacements immediately, before they expired. The clerk confirmed the replacement had been received and a BACS payment of £114.00 had been made to the seller. The Mount Pleasant Inn, Nomansland (siting of defibrillator) has now received the replacements.
8 ELECTION COSTS
The clerk stated that she had received an invoice from Mid Devon DC for the parish council election costs last May.
Proposal: Mr P. Lake proposed and Mr M. Lake seconded agreement to the payment of £137.35 and the meeting unanimously agreed. Payment would be made via a BACS
transfer.
9 CHURCHYARD GRANTS
Mr Berry left the meeting
A discussion took place about the amount of churchyard grants which should be paid to the three churches in the parish.
Proposal: Mr Kingdom proposed and Mrs Mitchell seconded keeping the grants the same as last year totalling £600, split in the following way:

  • Holy Cross Church, Cruwys Morchard £300
  • Way Village Congregational Chapel £150
  • Nomansland Congregational Chapel £150

And the meeting unanimously agreed. The cheques were duly drawn and signed by the Chairman and Clerk.

10 PRECEPT 2020/2021
The clerk handed out to the meeting details of the budget for year 2020/2021. Discussion took place about what funds would be needed for next year.
Proposal: Mr Mitchell proposed and Mr Baker seconded requesting a precept of £4,750.00 and the meeting unanimously agreed.
11 HIGHWAY PROBLEMS
The clerk stated that the Pennymoor village sign had been removed and placed on the other side of the road. No-one knows how the displacement occurred. Mr Berry has
managed to pick the sign up and store it and will relocate it to its original position as soon as he is able.
ROAD PROBLEMS
• When it rains a large puddle occurs by Glebe Lane just passed the Peak Corner turn off on the way to Puddington, so presume the drains need looking at.
• Road needs repair at Lytheland Cross
• Road needs repair at Two Post Cross, which is getting worse and worse. This has been reported many times.
• Many potholes down Cotton Lane
• Road needs repair near Thorne Farm, Pennymoor
