Parish Council meeting was held on Wednesday 17th November 2021 at 8 p.m. in the Parish Hall 

1.       MEMBERS PRESENT 

Mr G. Hall (Chairman), Mr D. Berry, Mr P. Lake, Mr J. Grant, Ms R. Wibberley, Cllr P Colthorpe and 2 parishioners. 

2.       APOLOGIES FOR ABSENCE 

Mrs J. Mitchell (Choir practice for Tiverton Amateur Operatic Society) 

3.     NON-ATTENDANCE 

Mr G. Kingdom, Mr. M. Lake 

4.     MINUTES OF PREVIOUS MEETING 

The minutes of the meeting held on 14th October 2021 had already been circulated prior to the meeting. 

Proposal: Agreement to the content of the minutes was proposed by Mr Grant and seconded by Mr Berry and was unanimously agreed by the meeting. The minutes were signed by the chairman. 

5.     DECLARATION OF INTEREST 

None 

6.     MATTERS ARISING 

The clerk stated that she had finally received the CTF grant of £2,200 to pay in part for the planned Traffic Regulation Order (TRO). 

The clerk stated that she had received a reply from Mr. Chris Parkes in the highways department at Devon CC who is dealing with the TRO and states that it is scheduled for this financial year.

7.      PLANNING APPLICATION (21/01793/FULL) – Erection of stable block, agricultural barn with 12-15kw solar array on south facing roof, horsewalker and sand menage at Mill Lane Farm, Pennymoor. 

A discussion took place with questions asked of Mr Bradshaw, the applicant and his daughter. 

Proposal: Ms Wibberley proposed and Mr P. Lake seconded agreement to this planning application and the meeting unanimously agreed. 

The 2 parishioners left the meeting

8.  DEFIBRILLATOR 

A discussion took place as to how an open meeting would be advertised to parishioners who are interested in another defibrillator in the parish.  It was agreed that the following methods would be used: 

  1. Parish Council website
  2. Parish website
  3. Nextdoor
  4. Church magazine
  5. Email 

It was decided that the clerk and chairman would liaise with each other and provide the necessary wording for the advert and then arrange for the above notifications.

9.  PRECEPT 2022/3 

The clerk handed out details of the proposed budget for 2022/3 so that the parish councillors could decide on the precept value for next financial year. 

Discussion took place. 

Proposal: Mr. Berry proposed, and Mr P. Lake seconded a precept of £5,300 and the meeting unanimously agreed.

10.  HIGHWAYS 

Potholes were reported at the top of Cotton Lane, Way Village.
