Parish Council meeting was held on Thursday 14th October 2021 at 8 p.m. in the Parish Hall

 

 

1.       MEMBERS PRESENT

 

Mr G. Hall (Chairman), Mr D. Berry, Mr. M. Lake, Mr P. Lake, Mr J. Grant, Mrs J. Mitchell, Ms R. Wibberley, Cllr P Colthorpe, Cllr M. Squires.

 

2.       APOLOGIES FOR ABSENCE

 

None

 

3.     NON-ATTENDANCE

4.     MINUTES OF PREVIOUS MEETING

 

The minutes of the meeting held on 9th September 2021 had already been circulated prior to the meeting.

 

Proposal: Agreement to the content of the minutes was proposed by Mr Berry and seconded by Mrs Mitchell and was unanimously agreed by the meeting. Minutes will be signed by the chairman in due course.

 

5.     DECLARATION OF INTEREST

 

Mrs Mitchell declared a personal interest in Planning application 21/01791/HOUSE

 

Mr P. Lake declared a personal interest in Planning application 21/01807/FULL & 21/01808/LBC

 

6.     MATTERS ARISING

 

The clerk stated that she had finally been informed that the CTF grant had not been paid to Lapford PC back in 2019 when the award was made, however the clerk had recently completed a claim form which was now with Mid Devon DC for payment within the next 10 days.

 

Once the monies have been received the clerk will contact Lapford PC to let them know.

 

The clerk informed the meeting that she had once again chased the highways department as to the progress of the TRO but was again await a response.

 

7.   DEFIBRILLATOR

 

The clerk stated that she had attended a recent Parish Hall committee meeting which had previously raised the issue of another defibrillator in the parish, but the chairman confirmed unless it was to be located at the parish hall they would not be involved in the purchase or siting of a new defibrillator.

 

Discussion took place as to what to do next and it was decided that the clerk would put up notices and email parishioners inviting anyone interested in being involved with the purchase of a new defibrillator to attend the next parish council meeting to have an open discussion about the issue and a possible way forward.

 

8.  TREE PRESEVATION ORDER – Middlewick Barton Farm

 

  The clerk reported that she had now received a copy of the Tree Preservation Order for the trees at the entrance to the lane for Middlewick Barton Farm. However, the Order does allow a tree to be cut back if it is a danger, which it is.

 

Highways have been informed of the danger of the tree overhanging the B3137 which will be cut back.

 

9. PLANNING APPLICATION (21/01791/HOUSE) – Erection of two storey extension at South Eastway,

 

Mrs Mitchell left the meeting

 

A short discussion took place

 

Proposal: Mr M. Lake proposed and Mr P. Lake seconded agreement to this planning application and the meeting unanimously agreed.

 

 Mrs Mitchell returned to the meeting

 

10. PLANNING APPLICATION (21/01723/FULL) – Erection of first floor extension, extension to barn to form garage and conversion of storage building to playroom at Lower Yeadbury Farm, Pennymoor.

 

A short discussion took place

 

Proposal: Mr Berry proposed and Mr P. Lake seconded agreement to this planning application and the meeting unanimously agreed.

 

 11. PLANNING APPLICATION (21/01807/FULL & 21/01808/LBC) – Conversion of barn workshop to 1 dwelling at Higher Edgeworthy, Nomansland with Listed Building Consent.

 

Mr P. Lake left the meeting

 

A discussion about this application took place. Ms Wibberley raised concerns about the carbon footprint of this application and thought that Mid Devon DC was committed to its reduction in this matter.  Cllr Colthorpe explained at the present time Mid Devon DC does not have a policy on this matter and due to the extra pressure on the planning department she didn’t know when it would be decided.

 

Proposal: No decision could be made on this application, but the clerk was asked to contact the planning department and express concern over the size of this new proposed dwelling.

 

Mr P. Lake returned to the meeting

 

12. PLANNING APPLICATION (21/01987/FULL) Retention of an annexe for use as holiday let at Starlings, Chapple Farm, Pennymoor.

 

NB: This planning application was only received a day before the meeting and so was not given the required amount of time to be advertised.  It was agreed that the clerk would put up a notice informing anyone that wanted to make a comment to contact Mid Devon DC direct.

 

A short discussion took place

 

Proposal: Mr P. Lake proposed and Mr Berry seconded agreement to this planning application and the meeting unanimously agreed.

 

 13. HIGHWAYS 

The following potholes were reported:

 

  • Taylors Hill, Pennymoor
  • South Linhay, Cruwys Morchard
  • Greenland Head to Puddington
  • B3137 near to Lower Lugsland
