Minutes 10th November 2022 (Draft)
Parish Council meeting was held on Thursday 10th November 2022 at 8 p.m. in the Parish Hall
1. MEMBERS PRESENT
Mr. G. Hall (Chairman), Mr D. Berry, Mr M. Lake, Mr J. Grant, Mr. P Lake, Mr. G. Kingdom, Ms R. Wibberley, Cllr Colthorpe
2. APOLOGIES FOR ABSENCE
Mrs. J. Mitchell (Play rehearsals), Cllr Margaret Squires (County Councillor)
3. NON-ATTENDANCE
None
4. MINUTES OF PREVIOUS MEETING
The minutes of the meeting held on 1st September 2022 had already been circulated prior to the meeting.
Proposal: Agreement to the content of the minutes was proposed by Mr D. Berry and seconded by Mr. M. Lake and was unanimously agreed by the meeting. The minutes were signed by the chairman.
5. DECLARATION OF INTEREST
None
6. MATTERS ARISING
Parish Review – The clerk confirmed that she had contacted Thelbridge PC about the possibility of Nomansland being allocated to one parish. Their clerk stated that they had discussed this, and they didn’t have any issues with keeping things as they are, which was the same opinion as Cruwys Morchard PC.
7. PLANNING APPLICATION (22/02094/LBC) Listed building consent for installation of replacement windows to front elevation at Westway, Pennymoor
A short discussion took place
Proposed: Mr P. Lake proposed and Mr Kingdom seconded agreement with this planning application and the meeting unanimously agreed.
8. PRECEPT 2023-4
The clerk gave out budget details so that a Precept figure could be fixed for next year. The clerk reminded the meeting that there would be Parish Council elections next May which if they are necessary in Cruwys Morchard then the likely cost would be approximately £1000.
A discussion took place.
Proposal: Mr. M. Lake proposed, and Mr. P. Lake seconded keeping the Precept at £5300.00 and the meeting unanimously agreed.
9. INSURANCE
The clerk stated that she had been in touch with Zurich Municipal about insuring the 2 new defibrillators which would be at a cost of £20 until renewal, but they would not charge for this year.
10. DEFIBRILLATOR UPDATE
PHONE BOX DEFIBRILLATOR
The clerk stated that the defibrillator is now active and is being checked every week.
There is a small amount of painting to be done at the bottom of the phone box, which Mr Kingdom said he would look at. Also, the light bulb needs to be looked at.
The clerk stated that she was awaiting training details from Lee Waterman who says his cousin could arrange.
WAY VILLAGE
The defibrillator at Way Village chapel is now active and being checked every week. The clerk had put up a small, laminated sign stating that the defibrillator is situated in the chapel porch.
NOMANSLAND
The clerk stated that she had received the following donations towards the Nomansland defibrillator:
- £200 from Thelbridge Parish Council
- £75 from collection at The Mount Pleasant Inn, Nomansland
- £5 personal donation
This means that the total fund available is short by £254.00
The clerk stated that a parishioner had offered to give a £300 donation if they could have the old defibrillator. The clerk was asked to contact the parishioner to see if this offer was still available.
If the parishioner no longer wants the Nomansland defibrillator, then Cllr Squires maybe able to provide monies from the Locality fund. Failing that then it was agreed that the Parish Council would pay the shortfall.
It was decided that the defibrillator can now be order for Nomansland.
11. HIGHWAYS
The following highway problems were reported
- Potholes outside Parish Hall
- Flooding at Robins Post
- Potholes on the A373 just before Withleigh
