Parish Council meeting was held on

Thursday 1st September 2022 at 8 p.m. in the Parish Hall

 

1.       MEMBERS PRESENT 

Mr. G. Hall (Chairman), Mr D. Berry, Mr M. Lake, Mr J. Grant, Mrs. J. Mitchell 

2.       APOLOGIES FOR ABSENCE 

Mr P. Lake (Prior engagement), Cllr Margaret Squires (County Councillor), Cllr Polly Colthorpe (Operation recovery)

 3.       NON-ATTENDANCE 

Mr. G. Kingdom, Ms R. Wibberley, 

4.       MINUTES OF PREVIOUS MEETING 

The minutes of the meeting held on 9th June 2022 had already been circulated prior to the meeting. 

Proposal: Agreement to the content of the minutes was proposed by Mr D. Berry and seconded by Mr. M. Lake and was unanimously agreed by the meeting. The minutes were signed by the chairman. 

5.       DECLARATION OF INTEREST 

None 

6.       MATTERS ARISING 

None 

7.      PLANNING APPLICATION (22/01436/HOUSE) Erection of an extension at Higher Claw, Pennymoor. 

A short discussion took place 

Proposed: Mr M. Lake proposed and Mr Grant seconded agreement with this planning application and the meeting unanimously agreed. 

8.     PARISH REVIEW 

The clerk stated that Mid Devon DC are consulting on a parish review. It has already been decided that from May 2023 the electoral district for both Cruwys Morchard Parish Council and Thelbridge Parish Council will come under the Way Ward. 

The 2nd consultation was now asking for views from parish councils and residents on the Parish Council areas and whether there should be any changes. 

Discussion took place about the split in parish councils in Nomansland Village but there had not been any views from residents, however it is not ideal to have a village split between parishes. 

The clerk was asked to contact Thelbridge PC for their views and whether they had had any views from residents. 

9.     DEFIBRILLATOR UPDATE 

PHONE BOX DEFIBRILLATOR 

The clerk stated that the defibrillator had been installed in the phone box outside The Cruwys Arms and is active to use. 

Clerk is doing the weekly check at the moment, but others will take over. 

WAY VILLAGE 

A defibrillator has been ordered for Way Village chapel and are now awaiting invoice and date to install. A anonymous parishioner has agreed to pay for the shortfall in the funds required which is approximately £195.00. 

NOMANSLAND 

The pads and charger for the defibrillator have now been received and put in the old defibrillator which is now active. The loan defibrillator has been returned to CHT. 

DONATIONS 

Received £500 donation from Pennymoor Timber and £45.46 from Cruwys Arms collection box. 

TRAINING 

Awaiting to find out when trainer can do training around November time. 

HIGHWAYS 

The following highway problems were reported 

  • Potholes on road by The Rectory, Cruwys Morchard
  • Potholes between Cotton Lane and Beer Ash
  • Potholes and eroded verges between Holy Cross church and Highgate Cross
