Parish Council meeting was held on Thursday 11th May 2023 at 8 p.m. in the Parish Hall

  1.  MEMBERS PRESENT

Mr G. Hall (Chairman), Mr D. Berry, Mr. P. Lake, Ms R. Wibberley, Cllr P. Colthorpe (District Councillor)

2.  APOLOGIES FOR ABSENCE

Mrs J. Mitchell (Family issues), Cllr M. Squires (County Councillor), Mr. J. Grant (Family issues), Mr. M. Lake (Holiday)

3.  NON-ATTENDANCE

4.     MINUTES OF PREVIOUS MEETING 

The minutes of the meeting held on 11th May 2023 had already been circulated prior to the meeting. 

Proposal: Agreement to the content of the minutes was proposed by Mr Berry and seconded by Mr. P. Lake and was unanimously agreed by the meeting. The minutes were signed by the chairman.

6.     MATTERS ARISING 

None 

  1. PLANNING APPLICATION (23/01100/CLU) – Certificate of lawfulness for existing use of The Annexe as a dwelling in breach of condition 2 in Planning Permission 08/01615/FULL for a period in excess of 10 years. Dwelling at Annexe, Cotton Heath House, Pennymoor. 

 A short discussion took place. 

Proposal: Ms Wibberley proposed and Mr Berry seconded agreement to this application and the meeting unanimously agreed 

  1. PLANNING APPLICATION (23/01186/HOUSE AND 23/01187/LBC) - Erection of pitched roof over existing rear flat roof extension at Westway House, Pennymoor. 

A short discussion took place. 

Proposal: Mr Lake proposed and Ms Wibberley seconded agreement to this application and the meeting unanimously agreed. 

  1. PLANNING APPLICATION (23/00228/FULL) 

This application had been discussed at a previous meeting but due to an additional report it is likely that opinions will be sought again by the end of August. 

The meeting discussed the above and confirmed that the original objections still stand and that the clerk can inform Mid Devon DC of this if another opinion is asked for. 

  1. PENNYMOOR SPEED LIMIT – Traffic Regulation Order 

The clerk stated that she had received an email from Devon CC stating that the Order had been passed to Legal to be sealed and it is hoped that the village speed signs would be erected in the week beginning 11th September 2023. 

  1. HIGHWAYS 

           Potholes problems reported as follows: 

  • Pothole outside front of parish hall and several along to Pages Cross
  • Potholes between Cruwys Arms and end of village to Two Post Cross
  • Potholes between West Ruckham Cross and Holy Cross church
