Minutes 12th October 2023
Parish Council meeting was held on Thursday 12th October 2023 at 8 p.m. in the Parish Hall

3. NON-ATTENDANCE
None
4. MINUTES OF PREVIOUS MEETING
The minutes of the meeting held on 10th August 2023 had already been circulated prior to the meeting.
Proposal: Agreement to the content of the minutes was proposed by Mr Berry and seconded by Mr. P. Lake and was unanimously agreed by the meeting. The minutes were signed by the chairman.
5. DECLARATION OF INTEREST
None
6. MATTERS ARISING
The clerk confirmed that the new speed limit signs have been erected as you approach Pennymoor from all 4 directions.
- PLANNING APPLICATION (23/00228/FULL)
The clerk stated that this planning had now been approved, however she had been made aware of possible issues whereby people with Alpacas can be granted planning permission to build a permanent dwelling on the Alpaca land in the future.
After a discussion it was decided to keep an eye on any future development.
- UNCONTESTED ELECTION COSTS
The clerk stated that an invoice had been received from Mid Devon DC for the uncontested election costs amounting to £137.35.
Proposal: Mr M. Lake proposed, and Mr. P. Lake seconded payment of this invoice and the meeting unanimously agreed. The clerk will make a bank transfer of the money.
- NOMANSLAND AND WITHERIDGE SPEED WATCH GROUP
The clerk stated that she had received an email from Clive Richardson concerning the Nomansland and Witheridge Speed Watch group requesting a donation from the 3 parishes concerned for needed equipment.
A discussion took place, and the clerk was asked to contact Mr Richardson to enquire how much donation Witheridge and Thelbridge Parish Council had contributed to the group. A decision will be made once the clerk has received a response.
- HIGHWAYS
The clerk reported that she had received a response from highways concerning the potholes reported:
- From Pennymoor Cross to end of village down past the Cruwys Arms
- From parish hall to Two post Cross
Which stated that their pothole repair crew were unable to fill all the potholes on these roads and they would be added to a future more extensive repair operation sometime in the future.
