Minutes for a meeting of Morebath Parish Council
ELECTION OF OFFICERS
held in the Village Hall, Morebath on Saturday 23 May 2015 at 2:00pm
MEMBERS
Cllr Merv Adams, Cllr Jeff Andrew, Cllr Tony Conway, Cllr Bob Hatton, Cllr Peggy Reed, Cllr Brian Smeeton, Cllr John Wescot
1. Election of Chairman
Andrew Moore, retiring chairman, provided an introduction to the meeting and wished all councillors well for the coming year.
a. Proposals and seconds
i. Cllr Jeffrey Andrew was proposed by Cllr Bob Hatton and seconded by Cllr Brian Smeeton
ii. Cllr John Wescot was proposed by Cllr Peggy Reed and seconded by Cllr Merv Adams
b. Vote
The above proposal were put to the Council; 3 voting in favour of Cllr J Andrew and 2 voting in favour of Cllr J Wescot
The Council RESOLVED to ask Cllr J Andrew to accept the Chair for the coming year
c. Acceptance of office
Cllr J Andrew accepted the office of Chairman for the coming year.
2. Apologies
Cllr John Wescot
3. Election of Vice Chairman
a. Proposals and seconds
i. Cllr John Wescot was proposed by Cllr Peggy Reed and seconded by Cllr Merv Adams
ii. Cllr Tony Conway was proposed by Cllr Bob Hatton and seconded by Cllr Brian Smeeton
b. Vote
The above proposals were put to the Council; 2 voting in favour of Cllr T Conway and 2 voting in favour of Cllr J Wescot.
With equal votes for each proposal the Chairman had a casting vote and voted in favour of Cllr T Conway
The Council RESOLVED to ask Cllr T Conway to be Vice Chairman for the year
c. Acceptance of office
Cllr T Conway accepted the office of Vice Chairman for the coming year.
4. Election of Working Committees
a. Planning to agree format
i. It is proposed that continue with the process currently in place and as available on the Parish Council web site, and circulated to all councillors
The Council RESOLVED to continue with the current process, and with Cllr John Wescot being responsible for Planning; all councillors being in favour
b. Personnel to agree format
i. It is proposed that the Council continue with the current arrangement, that all personnel issues come before the full council.
The Council RESOLVED to continue with the current process with all councillors being in favour
c. Finance to agree format
i. It is proposed that a councillor monitor the work of the Financial Officer
This proposal was not accepted by the Council
ii. It is proposed to continue with the current system whereby no one person monitors the work of the Financial Officer
The Council RESOLVED to continue with the current process with all councillors being in favour
5. Councillors remuneration
a. To discuss and agree on payment of Councillors expenses
i. It is proposed that councillors should claim reasonable expenses for attending courses, but not for attending bi-monthly meetings.
This proposal was not accepted
ii. It is proposed that councillors receive no expenses in carrying out their duties
The Council RESOLVED that no expenses should be claimed by councillors with all councillors being in favour
6. Areas of Liaison for Councillors
a. To select representatives for the following :-
i. Highways – Cllr Merv Adams
ii. Footpaths – Cllr Merv Adams with Carla Dawes (P3 co-ordinator)
iii. Communication (Newsletter, Web Site, Social Media) – Cllr Jeff Andrew – with a view to future discussion.
iv. Church – Cllr Peggy Reed
v. Village Hall – Cllr Tony Conway
vi. Playground – Cllr John Wescot as representative on the Play Area Committee
b. The Chairman proposed three additional areas of liaison :-
i. Environment and Amenities – Cllr Brian Smeeton
ii. Police and Crime Prevention – Cllr Bob Hatton
iii. External matters affecting the Parish – Cllr Jeffrey Andrew
7. Property
a. Confirming to the council the ownership of
i. The play area and fencing
ii. The car park, fencing and lighting
iii. Two bus shelters
iv. One bench
v. One notice board

The Council RESOLVED that the above dates are noted for Parish Council meetings and that additional meetings may be called as and when necessary.
