held at Morebath Village Hall on Tuesday 03 May 2016 at 8:30pm.

  • 2. Declaration of Interest

All councillors have an interest in discussing the finances of the Council

  • 3. Dispensation for Councillors

    • a. Dispensation granted to all councillors to discuss the finances of the Parish Council

  • 4. Open Forum

  • · Carla Dawes asked that potholes should be marked

  • · Carla Dawes asked what progress is being made on slowing traffic down in the village

  • · JA responded that the working group has proposals which will be outlined at the next meeting

  • · Carla Dawes reported that the 30mph sign on road to Bampton is loose.

  • 5. Audit Return

    • a. Cash Book

The Clerk provided a cash book print out at 31 March 2016 (year end)

    • b. Income & Expenditure

The Cler provided an income and expenditure account as at 31 March 2016 (year end)

      • i. Planned expenditure as at 31/03/16 - £1400

        • a. Bollards (purchase and fitting) £300

        • b. Bridge (preparation) £500

        • c. Cricket Club (addition to TAP) £100

        • d. Ironman (from last year) £500

    • c. Bank Reconciliation

The Clerk provided a cash reconciliation report for year end

    • d. Variances

A list of variances from last year were supplied to all councillors

    • e. Annual Return section 2

The figures shown in the above repost were entered on the Annual Return, agreed , and signed by the Chairman and Clerk

  • 6. Annual Parish Meeting

    • a. Format, date, location

The Chairman will make a report at the meeting on 24 May, with a further meeting proposed for 05 July for inter community discussion

  • 7. Finance

    • a. DALC £9.00 (VAT on £45 invoice) agreed to pay

    • b. Barriers Direct £176.40 (barriers for old railway bridge) agreed to pay

    • c. Community First Insurance £308.13 (quote for renewal on 01 June) agreed to pay

    • d. DALC £75.06 (Annual affiliation fee) agreed to pay

    • e. Budget 2016/17

A proposed budget was put to councillors along with allocations to the various contingency funds

      • i. Surplus for 2016/17

        • a. Allocation to Contingency

Car Park £500

Amenity Fund £1000

Environment £245

    • f. Cash Bank Accounts

      • i. It is proposed that the current account is reduced to £4500 and that funds accrued or drawn down from contingency are transferred as required from the Reserve account

      • ii. Vote unanimously agreed
