Agenda Item 7.1.1 - Allotments
I have spoken to Nick and his colleagues regarding the need to lay hardcore down, We have agreed the best solution is probably as follows:-
- to use volunteers and a digger to level and grade the entrance to that of the highway
- Dig a short drainage ditch down the inside the allotment hedge downhill from the entrance to drain any possible excess rain water.
- dispose of excess soil in the allotments (check with allotment holders as to best use).
- Level and compact entrance
- lay down semi permeable membrane (only light traffic expected)
- cover with 803 type hardcore or equivalent
- tamper down

Report for Newton St Cyres Parish Council Dec 2022 – Sue Rowell Climate Officer
Newton Environment Group
- A community allotment work day will be held on 4th Dec at 12-3pm, all welcome
- A hedge-laying workshop is to be held on 14th Jan, working on a hedge adjacent to the allotment
- A large number of Spring bulbs have been planted on the Village Green, in front of the School and Arboretum
- Graeme and I have met with the MDDC Tree Officer who is taking forward suggestions for TPO’s on a number of trees in the parish
- MDDC have been supportive of developing a small orchard in Court Orchard after very positive views from a consultation with residents there. This project will be progressing.
River Creedy Catchment project
The initial meeting has been held and some sources of funding pledged, particularly from Natural England under the Species Recovery Scheme for the White Clawed Crayfish, to allow the project to be set up.
The Parish Hall
A small group has been working on a set of priorities and Invitation to Tender to investigate energy efficiency and energy generation ideas for the Parish Hall. This will be progressed subject to agreement from the Hall committee.
Devon Local Nature Recovery Strategy
I attended a presentation on this which is a requirement of the Environment Act 2021 and is being developed by Devon Local Nature Partnership. Local Authorities are required to have regard to this strategy, particularly when considering Biodiversity Net Gain, as part of planning applications. An example was given where Plymouth City Council have already identified sites which would benefit from specific funding arising from BNG.
Local Woodlands
A meeting has been held with Environment Agency, Forestry England, Quicke estate and G. Barnell to discuss the possible options for enhanced Flood mitigation measures in the headlands of the Shuttern Brook. Any works will need approval by Devon CC as the Lead Flood Authority as this is not a main river. The EA will liaise with DCC to consider measures which might be relevant and how they might be delivered.
Agenda Item 10.1 - Outstanding Highways issues
- Speed restrictions in Station Road – SCARF re test requested – with Cllr M Squires/NHO to action
- Request for a School sign in Station Road and possible zig-zag lines outside the school. With NHM to consider a sign and or a SCARF retest
- New grit bin for Kingfisher Close – grant requested. Chased October 2022
