Reply from MDDC re Litter bins
With regard to moving bin 8 to the church I have no problem, but bin 8 is a well-used bin and we may get complaints about its removal. As long as you are happy for me to pass on any complaints about the removal we will be happy to ok relocation.
Regarding the Recreation ground we can install a bin at a cost of £256.43p and then an annual fee of £260.00p for it to be emptied.

Land Owner response to invitation to meeting to discuss permissive paths further
We have decided that we do not want to enter into an agreement with the Parish Council on this matter, and I do not want to attend a meeting about this.
We propose to keep 2 of the permissive footpaths open (Numbers 2 and 3 on my plan) and we will close Numbers 1 and 4.
We will keep these 2 open with no requirement for a fee from the Parish Council, but them remaining open will depend on the good behaviour of walkers (especially dog walkers), and difficulties caused to the farm or estate may result in closure of the footpath(s).
We will close these permissive footpaths on September 30th for 1 day, and this permission will run from year to year from October 1st to September 29th.
We will review the situation annually.
May I remind you that before we entered into the Countryside Stewardship scheme there were no footpaths in these locations.

Cllr G Barnell response to above email
Thank you for your reply to our letter. I do understand that the permissive paths exist because you have decided to contribute in an important way to the quality of life in the Village . It is encouraging that you have decided to continue with two of the four paths
I also understand your concerns about the misuse of the paths and the need for annual review.
I would be grateful if you could engage with the Parish Council in these reviews.
As you know the Parish Council has a duty of openness to the community in its dealings. We decided at our last meeting to ask the Newton Wonder to print, in its next edition, the summary report on the Consultation exercise together with my letter to you.
I would like to add your reply below to this. This will ensure your decisions are widely known at an early opportunity and wiil also ensure clarity about your decisions. Do you have any objection?
If you have no objection I'd be grateful if you could send a copy of your footpath map so there can be no confusion on which paths you are to keep open and those you are to close.
The PC will have the opportunity to consider your letter formally at its next meeting. It may decide to provide an additional response for your consideration. It may not.

NEWTON ST CYRES PARISH HALL COMMITTEE MEETING Tuesday 10 October 2023 UPDATE
The Parish Hall is also looking for their websites to be updated and Cllr J Browne has agreed to assist them with this once appropriate training has taken place.
The Parish Hall would like to request grant funding from the Parish Council to rectify the mould residue in the accessible bathroom, now that the damp issue has been resolved.
The Parish Hall were approached about an outdoor tennis table but feel that it would be better located at the Recreation Ground which has more space and is geared up for outdoor sports of this nature.
The Parish Hall have also kept their letting rates the same to encourage further business.
The public liability claim from April 2022 is still in the process of being resolved by our insurers
Events:
The music and Dance Festival was a success - a big thank you to Nicola, but will likely be held every 2 years.
The wedding that was held last month went smoothly and the Hall received positive feedback.
The Hall will hopefully be hosting exercise classes again soon and can provide an update once confirmed by Emma Healy/Rebecca Cunningham/both.
