Agenda Item 5.4

We currently empty 9x bins in Newton St Cyres (please find map Attached)

All the bins are (any bin will do) so can be used for dog mess in all.

With regard to moving a bin and according to our records bin 003 is the least used as being between quarter to half full each week (photo attached).

But I would like to advise that if you move any bin then you will get complaints from the public as they get into routines and don’t like change.  

If you want to move a bin the you will need to let us know the new location so it can be risk assessed.

Please take into account the following points when locating a new bin site.

  1. Is there easy and safe access to the bin for a 3.5 tonne caged vehicle and operative. (Bin bags are heavy and can only be carried a short distance on paved even ground to the vehicle 20-30 feet.)
  2. Do you have the land owners permission to site the bin.
  3. Are local residents near the new location happy with the bin being located where it is. Due to smell etc. 

Once I have done the new site assessment and everyone is happy, I will have to notified property services to relocate the bin which should cost about £100

LOCAL TRAVEL PLANS

Background- what are the issues?

The A377

Newton St Cyres Parish Council has long standing concerns about the damaging impact of motor traffic along the A377 on the quality of life of people who live near to the road . The road bisects the main communities in the Parish  (Newton St Cyres and Half Moon).  It divides and fragments these communities. The road also isolates other smaller communities like Smallbrook and Tytheing by restricting safe travel choices to the use of  private cars or motorcycles, there often being no safe method of travel by public transport, foot or pushbike to larger communities of nearby Crediton or Exeter.

Part of the problem rests with the  volume of traffic which is increasing year on year with the advent of new housing development in and beyond Crediton. It has been estimated that around two thirds of the road journeys generated by new housing development in and around Crediton involve the use of the A377 to either to get to work or to access leisure and retailing in Exeter. However the problem is made much worse by a general lack of pavements and paths along the A377, and shortage of safe road

 

 

 

crossing points and also of safe places for accessing the bus service. Our communities are also poorly served by outdated and inadequate road signage.

In the longer run we hope that a dual use cycle and pedestrian path between Crediton and Exeter will help to offset some of the problems. In the meantime the Parish Council is committed to working with Devon County Council Highways Department to agree ways to alleviate the problems.

The School

Apart from the impact of the A377 the Parish Council is also very concerned that there have been no measures to improve road safety outside of our School which has now been open for six years. The entrance  to the school is set back from the road, is unsigned and is often concealed by parked vehicles from a nearby housing estate. This problem is much aggravated by parents using the cars to transport children to and from school and then parking in and around the school entrance. The Parish Council intends to work with the School, parents and with the County Council to address these issues.

What now?- Locality travel plans

The Parish Council plans to review existing travel and transport arrangements in specific places where we think there are the biggest problems. We have agreed to start with a review of the situation in the communities of Smallbrook and Tytheing and also a review of the transport and travel arrangements in the vicinity of the School.

This work will be led by Cllr John Dean the Parish Council Lead for Transport and Highways. He will work with local people and other stakeholders to review the situation in each place and put together a locality travel and transport plan.  His work will include site and other meetings with key people and also consultation with local residents.

Once we have plans we can then discuss with the County Council how these can be costed and paid for. It is unlikely that we will get what we want as soon as we want it. However we will be doing our best to secure the funding we need even if this takes time and persistence.

What will these plans include?

Each plan will include consideration of:-

  1. Safe and easy access to the No 5 bus services
  2. Safe parking of vehicles- including the need for possible parking restrictions.
  3. Safe road crossing points
  4. Clear and pertinent road signs and markings
  5. Speed limits and possible speed restrictions.

Dear Margaret

Thank you for agreeing to our meeting yesterday with DCC Highways team, John Dean, and me to discuss local highways issues and priorities.

I’m writing as we agreed to request that the County Council consider programming parking restrictions along Station Rd NSC from entrance to Court Orchard Estate to the entrance of the Village School. These would probably need be imposed at given times of the day and on weekdays to ensure the safety of children and parents attending and visiting the school.

The specific location and nature of any restrictions is intended to form part of a wider plan to improve road safety in and around the School. This will need to be the subject of consultation with local residents, school staff and with parents.
