Public Participation

Concern was expressed that the building site at the old school site was not secure – clerk to report to builder

Grit bin for Kingfisher Close – Clerk to continue to chase

Several land owners had been notified by MDDC that trees on their land were being considered for Tree Protection Orders and were upset and disappointed that no consultation had taken place.  Cllr G Barnell advised that he had worked with members of Newton Environmental Wellbeing Group and following the Tree Protections Officer’s independent visit, they had identified 31 trees that should be listed and that the process does not initially provide an opportunity for land owner consultation.

04/02/23      Mid Devon District Council

4.1                 Planning Applications:

23/00040/MFULL - Variation of condition 2 of planning permission 18/00414/MFUL (Erection of extension to brewery to include alterations to provide additional restaurant/bar floorspace, amended entrance arrangements and outdoor dining area, and erection of 11 holiday lodges) to allow substitute plans relating to the layout of the 11 lodges and position of site road that serves the lodges at Yellow Hammer Brewing Limited, Hanlons Brewery, Hill Farm – support application

4.2                 Planning Decisions:

21/01501/FULL - Demolition of existing school buildings, including adjacent detached classroom buildings and erection of 8 dwellings with garages – grant permission

Listed Building Consent - for change of pantry to shower room Location: 2 The Village, NSC

22/02068/FULL - Change of use from agriculture to equestrian and construction of riding arena at  Langford Road, Langford – grant permission

4.3                 District Councillor, Cllr G Barnell, to report on MDDC business relevant to the parish. To note minutes from November HATOC Meeting re item no. 25 – circulated separately and parking in Tytheing Close causing difficulties for the refuse collectors

Cllr G Barnell reported that an A377 Action Group meeting was planned for March.  DCC had been awarded £20,000.00 grant funding towards the work being carried out by the consultants on the

Boniface Trail but as yet no update had been received. The next HATOC meeting was 19 March and Cllrs were encouraged to attend.

A meeting had taken place with MDDC, Crediton Town Council and others to look at infrastructure planning and new developments.  Provision of health service and secondary education remained crucial for the area.  A meeting scheduled for next week with MDDC planning department to discuss provision of S106 money.

Following the call for sites for the Mid Devon plan, a panel of developers (HELAL) would be looking at sties shortly to see which ones will be called forward, although sites were unlikely to be known until next year.  Cllr G Barnell had requested that parishes be involved at an early stage in order to provide local knowledge to aid the selection of suitable sites

A meeting with MDDC would be arranged to look at the parking issues in Tytheing Close which were affecting bin collections.

Since the agenda had been sent, an invoice had been received for £58.09 for NHP plan Forum expenses and from the Parish Hall for room rent for £142.00 it was agreed to add these to the payment schedule at 5.2.10 and 5.2.11 below.  The Twinning Society were no longer in existence so this payment would not be made and was deleted from the payment schedule.  Payments were agreed as follows:

06/02/23      Matters raised by the Chair

6.1                 To note resignation of Cllr R Cashmore and to allocate duties

It was resolved not to co-opt before the elections and to leave allocation of duties until the new Council were in place.   Cllr L Ouldridge would chair the next meeting as Cllr J Enright was on holiday.

6.2                 Plans for the coronation – to consider events and/or memento for school children?

It was agreed that the Parish Council would not organise a coronation event.  A commemorative medal or similar would be provided to school children.  Clerk to investigate available products.  Cllr D Hodge to ask if the arboretum would like to plant a tree.

7.1                 Areas of Responsibility reports

7.1.1              Allotments – update on entrance works

7.1.2              Surgery - Report from November surgery.  To agree attendance at February to April Surgeries

To agree 11 March surgery – event to promote standing as a Parish Councillor

                       March Surgery – Cllr J Enright plus as many other Councillors as possible in order to promote the role of Parish Councillor

7.1.3              CRG  – to note report from tipping rain gauge maintenance visit

The report had been circulated.  Some routine maintenance would be required at the next annual visit.

 

08/02/23      Clerk’s Report        

8.1                 To agree to move the Annual PC meeting by two weeks to Thursday 18 May to allow enough time to contact new councillors and to accommodate the coronation bank holiday

It was agreed to move the meeting.  It was agreed that the Annual Parish Meeting would be combined with the April Parish Council meeting and the date previously booked for Wednesday 17 April would be cancelled.

9.1                 Climate – Report from Climate Officer

Minuted here but taken after public participation.  A report had been circulated

The Climate Officer would publicise in the Newton Wonder the independent advice service being offered to businesses to reduce their carbon footprint.

Hedge laying training had taken place on the allotment hedge and further sessions were planned

Court Orchard – the orchard would be planted on 19 February, everyone was invited to take part.

9.2                 Neighbourhood Plan – update from Steering Group members (Cllr G Quicke)

Plans were ongoing for the Forum event being held on Saturday 25 February

9.3                 Road Warden Scheme – update

Clerk to find out about the back office system that Roger Cashmore had set up

10.1               Outstanding Highways issues

There were no updates on the outstanding issues

10.2               New Highway issues  

To request via Cllr M Squires support for a Vehicle Activated speeding sign; Rewe Cross – blocked drain; broken light in the Parish Hall car park

The bank on the upstream side of the bridge over the Creedy on Station Road was eroding

Pot hole around the drain on A377 just after Five Elms turning towards Crediton

Broken light by the traffic island at Half Moon
