05/04/22 Mid Devon District Council
5.1 Planning Applications:
22/00371/FULL- Erection of dwelling following demolition of Dutch barn and stable and formation of vehicular access at West Efford Farm, Efford, Shobrooke – to note committee date 20 April 2022. Cllr G Barnell reported that the application had been granted permission
22/00557/FULL - Erection of an agricultural workers dwelling at Pennicott Farm, Lane from Spindlewood to Stumpy Cross, Shobrooke – this application had been circulated but was omitted from the agenda. It was noted that a site visit had taken place at the time of the last planning application. Concerns were noted regarding the accessibility of Footpath 17 during any works.

5.3 Report from MDDC Councillor, Cllr Graeme Barnell on MDDC business relevant to the parish
Cllr G Barnell reported that the planning application for Peddlers Pool had been withdrawn as Planners had requested some changes to the design of the houses. A reply from MDDC had been received with regard to the question submitted by the Parish Council about the application and these would be circulated to Cllrs. Cllr G Barnell was arranging a meeting with the Chairs of Sandford Parish Council, Crediton Town Council, relevant District and County Councillors to discuss issues raised by this application, especially road and school provision. Cllr C Furse would also attend and the meeting was scheduled for a date in May in Crediton.

07/04/22 Road and Footpaths
7.1 Outstanding Road and Footpath issues
The Footpath Warden had reported the missing footpath sign and broken step to DDC
7.2 New issues identified
An email had been received from a parishioner regarding the poor state of the road from the A3072 up to Exeter Cross. Cllr M Squires had replied to this email and would take the issues up with the Neighbourhood Highways Officer
08/04/22 Parish Council
8.1 Update on number of seed packets required for under 16’s to celebrate the Queens Platinum Jubilee.
It was agreed to purchase 50 packets of seeds

8.2 Annual Parish Meeting (7pm on 18 May). MDDC Principal Housing Enabling and Forward Planning Officer will attend. To agree questions and support required.
Posters advertising the Annual Parish Meeting would be put up in various parish locations. The Parish Council meeting would start at 7.45pm. Cllr G Barnell would check if the speaker required a screen and projector
8.3 Permissive path through allotments – to consider email received concerning broken signage, rotten and insecure fence posts, overhanging blackthorn shrub to the field entrance gate, and untrimmed holly hedge in the field gate entrance. (Photos circulated separately)
Cllr C Furse would trim the shrub and holly and the Clerk would laminate some signs stating “Caution barbed wire”
8.4 Community Resilience Plan – to consider if we wish to apply for a grant for resilience equipment such as torches, first aid kits.
The Community Resilience Plan was on the website and had been sent to Devon Communities Together. A hard copy would be left at the Pub. It was resolved that no equipment was required.

9.2 Playing Fields
9.2.1 To note weekly inspections reports
The report was noted. The broken branch behind the slide had been removed
It was agreed to carry out maintenance work on Saturday 14 May at 10am subject to good weather
9.2.2 Update on grant application to Viridor
It was agreed to estimate the number of visitors per week at 30 prior to the new equipment and to increase it to 60 per week once the new equipment was installed
