05/02/22 Mid Devon District Council
5.1 Planning Applications:
22/00063/MARM - Reserved matter for the erection of 257 dwellings and up to 5 Gypsy and Traveller pitches; associated works in connection with 8.6ha of land to facilitate future Crediton Rugby Club and up to 1.1ha of land future primary school; details of landscaping, public open space and other associated infrastructure and engineering operations and access and highway work following outline approval 17/00348/MOUT at Creedy Bridge, Crediton
After discussion it was agreed to ask the following questions:
Does the capacity of the primary school allow for intake from surrounding parishes? Will the primary school be built before the new houses? What is the impact on provision of secondary school places? Have any calculations been undertaken on the impact of traffic through surrounding parishes such as Shobrooke? Can traffic levels be monitored? Will the development have a frequent and regular bus service? Is the existing park and ride at Crediton station sufficient? Has consideration been given to cycleways and can the proposed Boniface Trail between Exeter and Crediton be factored in? Can dark skies be preserved as much as possible by directing public lighting downwards?

5.3 To note consultation on MDDC Local Plan
Details of zoom consultation meetings for Parish Councils had been circulated. A public consultation meeting would take place on Thursday 3 March between 9am and 12 noon at Lords Meadow. The closing date for comments was 28 March so Parish Council comments would be agreed at the next Parish Council Meeting
5.4 Report from MDDC Councillor, Cllr Graeme Barnell on MDDC business relevant to the parish
One of the main issues for Cllr G Barnell with regard to the local plan was trying to ensure that the new plan allowed more scope to develop local housing schemes. Development was currently restricted to parishes with a settlement boundary or those which qualified for a Rural Exceptions Scheme.

07/02/22 Road and Footpaths
7.1 Outstanding Road and Footpath issues
An email had been received from a parishioner regarding outstanding potholes and blocked drains. Cllr M Squires would pick these issues up with our Neighbourhood Highways Officer.

08/02/22 Parish Council
8.1 To agree Community Resilience plan
A copy of the plan had been circulated and apart from minor additions, the plan was agreed. Once finalised, Clerk to provide hard copies for the Village Hall and Pub.
8.2 To consider plans for the Queens Platinum Jubilee
An email had been received from the Church who were planning an informal Platinum Jubilee service at the Red Lion on Sunday 5 June. Details of a Tree Planting Day to mark the Platinum Jubilee had been circulated and it was agreed to take part in this event on 11 March. Cllr L Balkwill would purchase a silver birch tree to be planted at the Playpark with possibly a commerative plaque to follow at a later date. It was agreed to consider purchasing red, white and blue seeds to present these to children in the parish to mark the jubilee.
8.3 To consider arrangements for Annual Parish Meeting (7pm 18 May)
Various suggestions were considered and it was agreed to find out if a representative from Airband would be able to make a short presentation.
09/02/22 Councillor’s Reports
9.1 To consider any Councillor reports for areas of responsibility
There was no update on the return to the parish of the towable gritter
9.2 Playing Fields
9.2.1 To note weekly inspections reports
Noted and no new issues had been identified. Power washing should take place shortly
9.2.2 Update on grant application to Viridor
Three quotes for toddler multiplay equipment and toddler swings had been received. Cllr M Squires had agreed to contribute £1,000.00 towards the cost. The deadline to apply for the Viridor grant was 30 April and the Clerk would circulate the application form shortly for comments. To date four letters of support had been received and a few more were required.

11/02/22 Devon County Council
11.1 Report from DCC Councillor, Cllr M Squires on DCC business relevant to the parish
A report had been circulated and was noted. Cllr M Squire reported that following a trail of 20mph speed limits in Newton Abbot, parishes with schools were being given the opportunity to request a 20mph zone by the school.
