04/04/19 Mid Devon District Council
4.1 Planning Applications:
None
4.2 Planning Decisions:
19/00140/OUT - Outline application for the replacement of an existing lawful mobile home on the site with a permanent dwelling at The Mobile Home, Mill Ash Farm, Shobrooke Crediton – permission refused
4.3 To note the award from the Communities Together Fund for £279.00 towards two new grit bins and to note an additional £100.00 is available from DCC Locality fund. To agree specification and purchase
It was resolved that the Clerk should apply for the additional £100.00 from the Locality fund. Yellow bins with a capacity of 200 litres would be sufficient and these could be delivered direct to Cllr C Boult
4.4 Report from Cllr P Hare-Scott
There was no report. Clerk to invite newly elected District Councillor to the next meeting
05/04/19 Road and Footpaths
5.1 Outstanding Road and Footpath issues
i) Drains opposite the village hall/bus stop – the work to the drains in the main road in the village had been successfully carried out. However, Cllr J Lee had reported that the drains at Exeter Hill were still blocked. Clerk to re-report
ii) Poor road surface by Creedy Court. A small amount of tarmacking had been completed
iii) Damaged bridge by Lower Coombe Cottages. Cllr J Lee reported that no work had been carried out on the bridge
iv) Junction at Church lane white lines needed. It was hoped that the white lines might be repainted as part of the road surfacing work
v) Various potholes – reported to DCC. Clerk to check DCC website for updates. Cllr J had noted there were approx. 50 potholes on the road from Shute to Furze to Exeter Cross and then on to the A3072
Resurfacing work was due to take place in the Village from 11 to 14 April
5.2 New issues identified
Cllr A Jones noted that currently utility companies were required to guarantee road repairs for two years but this was increasing to five year.
5.3 Footpath Warden. To note offer by a parishioner to walk paths on a regular basis and notify Clerk of any actions required.
It was resolved to accept the offer from Colin Dagnell. Clerk to forward a copy of the parish map.

Cllr L Pitts had e-mailed our local PCSO on behalf of a parishioner who was having difficult making contact by phone and did not have access to a computer

9.1 Playing Field
9.1.1 To note latest inspection report and ROSPA report
The inspection report had been circulated and its content noted. Cllr C Boult reported that the swing basket had been taken out of service as the wooden support was rotten. He was able to obtain a replacement pole at a reasonable cost, however due a current court case it was resolved not to replace the swing at the present time. The zip wire upright support had been damaged by woodpeckers and required strengthening and Cllr C Boult would fit a steel liner to the outside at an approximate cost of £12.00 for materials. It was resolved to keep the signage as it was at present apart from adding a sign on the basketball post stating “no climbing” and Cllr C Boult would post a small sign. The reported noted the damaged perimeter wall, however the new fencing should be in place shortly. The report stated that “Access needs to be maintained at all times for emergency and maintenance vehicles”. It was resolved that the Clerk should write to the parishioner who parked his car in front of the gates and request that he did not park there.
9.1.2 To note Darren Fox has resigned from role as Playing Fields Representative
Thanks were recorded to Darren for all his work at the playpark. Cllr C Boult confirmed he was undertaking weekly checks. The contact name on the sign inside the playpark would need to be changed and Cllr C Boult would arrange this.
9.1.3 Update on fencing
The contractor had confirmed he would start work on Tuesday 23 April. Next week would be avoided due to the Easter holidays. Cllr R Ayre would deliver the gate to the park

Various temporary traffic restrictions – circulated
The Clerk had received a complaint about dogs barking and other Councillors had also received complaints. Clerk to contact MDDC
12/04/19 Minor Matters and Items for Future Agenda
Dogs barking
Seven Councillors had stood for re-election which meant there were two vacancies. Co-options could be made at the next meeting and Councillors were asked to consider if anyone could be approached to stand.
13/04/19 Date of next meeting: Tuesday 14 May 2019 Annual Parish Council Meeting in the Village Hall at 7.30 pm. This will be the first meeting of the new council and forms will need to be signed prior to the start of the meeting.
