4.1 Planning Applications
18/02029/FULL - Conversion of redundant workshop to 2 dwellings at Commercial Unit, Shute Farm – Cllr R Ayre declared a personal interest. There were no comments
19/00061/HOUSE - Erection of two storey extension at Nomansland Cottage, Shobrooke – no comment
19/00140/OUT - Outline application for the replacement of an existing lawful mobile home on the site with a permanent dwelling at The Mobile Home, Mill Ash Farm, Shobrooke – Cllr R Ayre declared a personal interest. There were no comments
4.2 Planning Decisions:
18/01183/MFUL - Erection of an agricultural building for free range egg laying, clean and dirty water handling facilities, control room/packing area, 2 feed bins and creation of new access at land West of Shute Cross – grant permission

05/02/19 Road and Footpaths
5.1 Outstanding Road and Footpath issues
i) Drains opposite the village hall/bus stop – on list to be jetted
ii) Poor road surface by Creedy Court – no update
iii) Damaged bridge rail by Lower Coombe Cottages – no update
iv) Junction at Church lane white lines needed – no update
Clerk to ask Cllr M Squires for updates on all the outstanding Road issues
5.2 New issues identified
The name sign for Silverway had fallen off. Clerk to report
Various pot holes on Exeter Hill Road to Stumpy Cross and at Shute – Clerk to report
Fred Harper gave a verbal footpath update
The P3 workshop held in November was well supported and included a walk around the parish led by DCC’s footpath warden
Work to Footpaths 3, 8 and 12 was now complete
A broken sign on footpath 12, a rotten post on footpath 14 and a broken post on footpath 18 had all been repaired by DCC at no cost to the parish
The Annual P3 paperwork had been completed and submitted to DCC. No grant had been requested, but if money was required later on in the year, an application could be made.
DCC had provided advice regarding electric fencing alongside footpaths
It was noted that there had been a lot of landowner changes recently
Fred informed councillors that he would be giving up the Footpath Warden position by the end of August. Councillors thanked Fred for all his work and it was proposed and agreed that an advert for a new Footpath Warden should go in the Brooke. Clerk to arrange
Fred was thanked for his input and left the meeting
A vote of thanks was proposed to Cllr C Boult his family and volunteers for all the work put in to gritting the roads during the recent icy weather. Cllr C Boult reported that the gritter had worked well and following the recent experience a map could be drawn up showing gritting routes by priority. The risk assessment was in place and this would be sent to the Clerk. DCC had requested some feedback and photos of the gritter which Cllr C Boult would supply to the Clerk
5.3 Update on work to allotment path
Cllr B Curle had met with the landowner and agreed the materials to be used. This job would be completed in the spring as dry weather was required. Clerk to obtain a quote for materials required.

6.6 To consider PCC request for an increased grant
A copy of the PCC accounts had been circulated and a copy of the balance sheet was circulated at the meeting. Cllr J Lee talked through the accounts and noted that the lost shown as at end of December 2017 was expected to increase to December 2018. It was agreed that maintenance of the war memorial and the grass around it was the responsibility of the Parish Council, but a grant for maintenance of the Churchyard was a choice and not a responsibility. It was proposed by Cllr B Curle and seconded by Cllr C Boult and agreed unanimously that the Parish Council budget should be amended to reflect this and show a separate line for maintenance of the war memorial. It was proposed and seconded and agreed unanimously that the annual grant should be increased from £480.00 to £500.00 with 20% (£100.00) of this amount towards the maintenance of the war memorial. Clerk to inform PCC

09/02/19 Parish Council
9.1 Playing Field
9.1.1 To note latest inspection report
There was no report. Cllr C Boult had inspected the park and there were no major issues
9.1.2 To note inspection is booked for March. To consider if a councillor should attend the inspection at a cost of £42.000
It was resolved that Cllr C Boult should accompany the inspector carrying out the inspection. Clerk to pass on contact details
9.2 Defibrillator awareness session – D Beer is able to provide 2 x 2-hour sessions on 2 March (9am to 11am and 11am to 1pm) for £64.00. To agree provisional booking made
It was resolved to hold this training. Clerk to confirm with trainer and hall and publicise.
Cllr C Boult reported that the floor tiles in the BT Kiosk were slippery when wet and Cllr A Jones would consider a different surface.
9.3 Update on noticeboard in the bus shelter
Cllr A Jones had obtained a second quote of approx. £53.00 and it was resolved to go ahead with the purchase of the cheapest option.

14/02/19 To agree additional cost of strainer posts for playpark fencing
The additional cost had been circulated. It was agreed that Cllr R Ayre should contact the contractor and ask him to inspect the gate with a view to reducing the cost as it was understood that the gate already had posts which should be usable. Given that the grant had already been received and the play park inspection was due, it was resolved to go ahead with the work. There was a lead time for materials of 4-5 weeks so the work would not take place until the middle to end of March. Clerk to confirm with contractor
