Minutes of Parish Council meeting held in the Village Hall on Tuesday 12 March 2019

4.1              Planning Applications:

19/00272/FULL - Erection of single storey extension at 1 Burrington Drive, Shobrooke – no comment

4.2              Planning Decisions:

18/02029/FULL -  Conversion of redundant workshop to 2 dwellings at Commercial Unit, Shute Farm – refused

19/00163/PNAG - Prior notification for the erection of a general purpose agricultural building at Shobrooke Park – permitted development

19/00061/HOUSE - Erection of two storey extension at Nomansland Cottage, Shobrooke – grant permission

4.3              Report from Cllr P Hare-Scott

Cllr P Hare-Scott reported that next year’s budget had been approved by full cabinet and MDDC’s share of the council tax would increase by just under 3%.  This year’s accounts were broadly on budget with only a small overspend.  The inspectorate had finished the local plan hearing.  Cllr C Boult thanked Cllr P Hare-Scott for his intervention to make sure MDDC workmen were aware who owned the play park. MDDC had confirmed that the work to the garages had been completed without access to the playpark.   This would be Cllr P Hare-Scott’s last meeting and he was not standing at the next election.  Cllr R Ayre thanked him for his help and support over the years. 

05/03/19     Road and Footpaths

5.1              Outstanding Road and Footpath issues

i) Drains opposite the village hall/bus stop – on list to be jetted.  The Clerk had received an email from a parishioner reporting that jetting had taken place recently but following the recent rain, water was still flowing down the road.  However, Cllr C Boult reported that the work carried out was an inspection only.

ii) Poor road surface by Creedy Court.  Some tarmac had been added.

iii) Damaged bridge by Lower Coombe Cottages – no update

iv) Junction at Church lane white lines needed – no update

v) Various potholes – reported to DCC

It was noted that DCC had recently carried out some ditching work

9.1              Playing Field

9.1.1           To note latest inspection report

The latest inspection report had not been received but Cllr C Boult confirmed he had been inspecting the park on a regular basis.  The ROSPA inspection was booked for Thursday.  The Clerk had drawn up some new inspection sheets for Cllr C Boult to consider.

9.1.2           Update on fencing

Cllr R Ayre had spoken to the contractor who had explained the increased cost was due to the fact that the gate was designed for a flat surface and adjustments were required to allow for a slight slope.  The materials were on order and the work should be carried out in the next 3-4 weeks.

9.2              To note closing date for nominations to Parish Council elections is 4pm Wednesday 3 April.  To ensure Councillors are aware of the actions needed if they wish to stand.  To consider publicity for elections.

The Clerk had nomination forms available.   Councillors would need to take their completed forms direct to MDDC’s offices for checking.

9.3              To consider holding the Annual Parish Meeting in April rather than May due to elections. Proposed 7pm start on 9 April prior to PC meeting.  To consider format of meeting and any speakers

This was resolved.  After discussion, it was agreed not to invite any speakers

9.4              Defibrillator awareness session – feedback

Cllr J Ingham reported that 10 parishioners had attended.  A parishioner was drawing up a list of people who would be happy to help in an emergency situation and the   Clerk would contact the parishioner for more details

9.5              Update on noticeboard in the bus shelter

Cllr A Jones had found a cheaper supplier and it was resolved to go ahead with the purchase of the board.  Cllr A Jones reported that some painting was required on the bus shelter and it was agreed that he should purchase suitable paint.
