19/00140/OUT - Mill Ash Farm, The Mobile Home, Road from Camps Cross to Wyke Cross, Shobrooke EX17 1AH – appeal dismissed
19/01123/OUT - Outline for the erection of an agricultural worker's dwelling at land adjacent to Higher Pennicott Cottage, Shobrooke – application withdrawn
5.3 To note a grant application for unallocated S106 money of £2,705.00 and £1,442.00 of allocated S106 money has been made
The Clerk explained that since the agenda had been sent out, MDDC S106 Officer had advised that the quotes supplied were for equipment designed for ages 5 plus and the allocated S106 money had to be spent on toddler equipment i.e. ages 3-5. In addition, the grant application had to nominate a selected contractor and this was the contractor that had to be used which meant that Councillors needed to agree the preferred contractor in advance. It was resolved that the Clerk should obtain three catalogues with price lists for consideration at the next meeting. It was noted that the playpark in Crediton had metal play equipment and the Clerk would find out details of the supplier. In addition, the Clerk was requested to ask MDDC if the unallocated money could be ringfenced for the parish in light of the fact that the grant application process had been started. Clerk to request that future allocated S106 money be towards “playground equipment” to allow greater flexibility.
5.4 Report from MDDC Councillor, Cllr Graeme Barnell on MDDC business relevant to the parish
A report from Cllr G Barnell had been circulated. The report detailed areas more related to Newton St Cyres than Shobrooke but one item of interest was a request for a 20mph speed limit in NSC. Could consideration be given to a 20mph speed limit in Shobrooke? The report also mentioned that Cllr G Barnell would like to set up a climate emergency group across the parishes and Councillors would like further details of when and how such a group would operate. Finally, Councillors were disappointed that Cllr G Barnell was unable to attend the parish meeting and the Clerk would enquire if his prior engagement was ongoing.
06/10/19 Road and Footpaths
6.1 Outstanding Road and Footpath issues
Various pot holes and drains. Road surface by Creedy Court to be inspected 11 October
The road surface by Creedy Court had been repaired.
Update on steps by allotments
The steps by the allotments had been repaired. Clerk to write and thank parishioner. In addition, the board by the allotment entrance had been moved
6.2 New issues identified
Pot hole in School Close outside number 4. Clerk to report.
Fly tipping on road to Exeter Hill Cross. Clerk to report
6.3 To consider any action required for use of permissive path through allotments. Copy of agreement circulated for information
A note had been put in the Brooke requesting doges be kept on a lead on the allotment path and notices were posted at either end of the path and a sign stating the path was permissive. After discussion it was agreed not to take any further action at the present time and to keep the situation under review.

08/10/19 Councillor’s Reports
8.1 To consider any Councillor reports for areas of responsibility
The coping stones on the wall opposed the post box had moved – Clerk to notify Cllr G Barnell.
Cllr J Ingham had attended the Estate Walk with the MDDC Housing Officer and had reported that the wall by the playfields had still not be completed.
The next Raddon Hills meeting was 28 October
Cllr C Boult had advised that the agreed location for the two grit bins was at Raddon Cross and Shute. He had ordered salt back in March but this was still outstanding.
8.2 Playing Fields report
New telegraph poles would be arriving next week to repair the basket swing.

To note proposed road closure for SWW Utility works between Shobrooke Cross to Exeter Hill Cross on 06/01/20 to 24/01/20.
Invitation to Police update – 30 October. Cllr L Pitts would attend. Clerk to forward details.
13/10/19 Minor Matters and Items for Future Agenda
Reports of shooting on land near FP 15. Councillors to make enquiries to determine the land owner.
Cllr J Ingham enquired if any action could be taken with regard to improving the mobile phone signal in the parish? Clerk to ask Cllr G Barnell for advice. In addition, broadband speeds remained slow in Shute.
Cllr M Squires advised that DCC may be able to provide a grit bin at Raddon Cross as it was thought there was a bin there previously. Clerk to email Cllr M Squires
Cllr L Pitts highlighted a recent TV programme which featured anaerobic digesters. A plant that had come into use was generating twice as much electricity and therefore taking twice as much material. It was resolved that the Clerk should ask MDDC to confirm that they will be monitoring the materials delivered to plant in Lords Meadow once it is in operation.
