Minutes of Parish Council meeting held in the Village Hall on Tuesday 14 January 2020

5.1 Planning Applications
None
5.2 Planning Decisions:
19/01819/HOUSE - Erection of single storey front extension at Brampton, Shobrooke – permission granted
5.3 Local Plan Review – proposed main modifications consultation – to consider any comments
Cllr G Barnell had explained the main modifications at the last meeting and Cllrs had no comments
5.4 At the request of Cllr G Barnell, to consider writing to MDDC to explain the impact developments in Crediton and surrounding area have on Shobrooke parish. This might generate more CIL contributions for the parish
It was resolved to e-mail MDDC as requested by Cllr G Barnell
5.5 Report from MDDC Councillor, Cllr Graeme Barnell on MDDC business relevant to the parish
Cllr G Barnell had e-mailed to report that he would be setting up a meeting for interested parties with regard to the proposed Boniface Cycle Trail. Cllr A Jones agreed to attend. Cllr C Boult declared a personal interest as he rents a field on the proposed Boniface Trail route.

6.1 Outstanding Road and Footpath issues
Various pot holes
6.2 New issues identified
Damaged drain opposite old Post Office – reported to DCC
Gully at Camps Bridge and drains at Rew Cross – reported to DCC and inspected
Various pot holes on Shute to Furse Farm road - Clerk to report
6.3 Update on location of 20 is plenty signs
The post by the Village Hall was not suitable for the sign but it would be possible to put in a new post near the Village Hall entrance. Cllr A Jones would check with the Village Hall. The other sign could go near the old BT Kiosk. Clerk to contact DCC and to request permission to put the sign on the lamp post.

8.2 Playing Fields report
Cllr C Boult reported that the zip wire uprights required some attention and the willow tunnel needed trimming. The annual safety inspection was due and it was resolved that Cllr C Boult would accompany the inspector at an additional cost of £42.00

10.1 To consider any training needs for new co-opted councillors

10.2 Update on grant applications for play equipment
The grant application had been submitted to MDDC but it had not been confirmed that it had been accepted. The application included a small sum for safety matting.
10.3 To consider a nomination to the Royal Garden Party for chairman/past chairman
It was resolved to nominate Cllr C Furse
10.4 Woodland Trust – to consider applying for a free tree pack
Cllr A Jones had applied for two free trees from DCC. It was resolved to apply for a hedging pack from the Woodland Trust.
