MINUTES of a meeting of Stoodleigh Parish Council held on Wednesday 12 February at 3pm in the Parish Hall, Stoodleigh

 

Present Councillors:   

W Knowles, G Parkman, C Payne and G Talbot

In the absence of the Chairman, Cllr Payne proposed, and it was agreed, that Cllr Knowles chair the meeting.

4  Planning application

19/02014/FULL/ Erection of two holiday lets with parking following the demolition of existing reservoir | Reservoir at NGR 291728 119213 (Ash Hill) Stoodleigh 

Prior to the meeting members of the Parish Council had visited the site which was the subject of this application.

Following discussion it was, unanimously:-

RESOLVED that, the Local Planning Authority be advised that the Parish Council objects to this application on the following grounds:

  • adequacy of drainage arrangements in light of South West Water’s comment (dated 5 February 2020) regarding the discharge of effluent; and and the adequacy of the proposed soakaway and arrangements for two holiday units of this size;
  • having regard to five car parking spaces, the increased traffic during summer months using narrow, rural, lanes already busy with local agricultural vehicles and activities during that time of year;
  • the vehicular access on to a bend on the Cold Blow Cross to Stoodleigh Moor Cross unclassified county road from the unsurfaced county road which services the site and Ash Hill Farm;
  • the application is on a site which occupies a prominent position above the village in the rolling landscape of the Exe Valley in Mid Devon with magnificent views. This means that the building will also be visible from the village below as well as from middle and long distance;
  • the previously approved application (16/01452) for one unit was, in the parish council’s view, an appropriate and sympathetic use of the former underground reservoir. In its approval, the Planning Authority considered it to sit comfortably within the slope of the land and the visual impact was considered acceptable. Two above ground units will provide a very different visual impact.
