DRAFT MINUTES of a meeting of Stoodleigh Parish Council held on Thursday 6 January at 5.30pm at Stoodleigh Parish Hall

Present Councillors:    J Widdowson (Vice chairman), W Knowles, G Parkman and G Talbot

1          Apologies:  Councillors L Biles, C Payne and S Davey

2          Declarations of Interest:  None

3          The Public: There were two members of the public present. Mr and Mrs Thwaite attended and spoke at the meeting in relation to Item 4.

4          Planning Application:  21/02319/FULL | Erection of 5 holiday lodges and associated parking, reception/store and all-terrain vehicle store | High Wood and Former Holmingham Quarry Stoodleigh

 Prior to the meeting, members of the Parish Council had visited the site which was the subject of this application.

During the course of the discussion, concerns were raised regarding:

  • neighbours to the application site not being notified by the District Council about the application proposals;
  • access to and from the site should be restricted to the main Holmingham Farm entrance for safety purposes;
  • boundaries should be clearly marked between Holmingham Farm and Hazels Lodge and other neighbouring properties so that visitors are aware of such boundaries and do not wander on to private property;
  • consideration be given to possible noise nuisance affecting neighbouring properties from the site including possible generator use, vehicles, clients, etc;
  • the ecology report which was not considered robust enough and further consideration and inspection be carried out in respect of wildlife disturbance at various times of the year, other than when the inspection was made;
  • no reference in the application to an area of the woodland site being subject to a Tree Preservation Order, 1973.

Following discussion it was:-

RESOLVED that, the Local Planning Authority be advised that the Parish Council support this application subject to the District Council being satisfied with the viability of the proposal, inclusion of appropriate conditions to ensure the safety of the users of the site but draw the Council’s attention to the concerns as listed above.

5        Planning Application:   21/02410/HOUSE | Erection of front and rear single storey extension | Broadmead Farm Stoodleigh

 Prior to the meeting, members of the Parish Council had visited the site which was the subject of  this application

Following discussion it was, unanimously:-

RESOLVED that, the Local Planning Authority be advised that the Parish Council support this application.
