A Special (Planning) Meeting of Stoodleigh Parish Council was held on Thursday 5th September 2024 at 4.00pm at Stoodleigh Parish Hall

MEMBERS present

Councillors W Knowles (Chairman), J Mansfield and C Payne

AGENDA

  1. Apologies received from Cllrs Parkman, Widdowson and Wotton
  1. Declarations of Interest – none declared
  1. The Public – the applicant for Item 5 on the agenda was present. Stephen Marsh had apparently spoken to MDDC Planning Department before work commenced and was advised that this building work could be classified as permitted development as the actual specifications of the planned alterations were below size to necessitate a formal planning application. A Certificate of Lawful Development has since been completed. The conservation officer also appears satisfied with the overall outcome.
  1. Planning Application: 24/00982/PNCOU| Prior Notification for the change of Use of land to a temporary campsite consisting of 12 pitches, 3 touring vehicles and associated structures under Class BC for a period of up to 60 days from 26/07/24 until 20/09/24 | Lower Ford Stoodleigh

There were some concerns raised with this application regarding light pollution and an increase in noise levels if the site was used to maximum capacity. The proposed toilet facilities were also likely to be inadequate for the potential number of visitors. There has apparently been a change in legislation that as of 25/7/2024 planning permission might well be needed in this case and prior notification therefore insufficient.

The council unanimously decided to object to this application.

  1. Planning Application: 24/01114/HOUSE| Retention of conversion of outbuildings to kitchen/diner/utility room | Pine Cottage Stoodleigh

It would appear that the applicant had endeavoured to seek guidance from the relevant authorities and comply with the advice given.

The council unanimously decided to support this application as the overall outcome was not detrimental to the area.
