UPLOWMAN PARISH COUNCIL: DRAFT MINUTES OF MEETING
Held on Thursday 19th July 2018 at the Village Hall, Uplowman starting at 7.30pm.
Cllr C Slade (DCC) amd Cllr R Radford (MDDC) present. Minutes by Mr R Hodgson, Clerk. Action points in bold.

- MEMBERS PRESENT
1.1 Present: Cllr T Milner, Cllr R Adcock, Cllr R Norman and Cllr K Baugh.
- APOLOGIES, PROCEDURAL MATTERS AND REPORTS FROM MDDC & DCC
2.1 Cllrs S Floyd, R Branton and A McCombe had tendered apologies for absence for family reasons.
2.2 Cllr Slade (DCC) presented a brief report on issues arising from DCC. The TAP Fund was now known as the Communities Together Fund and was open to joint applications from charities and local councils.. His Locality budget was still in place.
2.3 Cllr Radford (MDDC) said that the Inspector would review the MDDC Local Plan on 20-21st Sept. Consideration of related major planning applications had been deferred until after that date. Consultation was in progress over plans to amalgamate Devon & Cornwall Police with the Dorset force. MDDC recycling rates had risen to almost 55% of waste, considered good relative to other authorities.
- MINUTES OF LAST MEETING (17th May 2018)
3.1 Draft Minutes of the Annual Meeting held on Thursday 17th May 2018 had been circulated. Cllr Adcock proposed their acceptance without change which was agreed by all and they were signed by the Chair as a true record of that meeting.
- MATTERS ARISING FROM THE MINUTES
4.1 There were no matters from the previous meeting that would not be covered by the Agenda.
- FINANCES
5.1 Current Balance: £6494.84
Income since last meeting (Donation from Parish Mag)£ 420.00
5.2 The following payments were approved and cheques signed to effect the disbursements:
R Hodgson, Clerk's expenses (£12.87)
WJ Veen, grass cutting (£118.50)
M Norman, catering for Parish Plan meeting (£134.00)
It was agreed that payment for purchase of a projector for the Hall (est. £500) could be made before the subsequent meeting, if required (item 11.2).
5.3 The Clerk had attended a briefing on the Data Protection Act (DPA) 2018 given by MDDC. The GDPR regs came within the DPA 18, which had been published only 3 days before enactment and was still being clarified. Although UPC would not require a Data Protection Officer., it would require to put in place published procedures for managing the data it holds and that the default position is that the Clerk would be the Data Controller. It was expected that NALC would produce templates for the necessary policy. It was also thought that UPC should register as a data controller with the Information Commissioner’s Office at an annual cost of £40. Councillors thought that the additional time and responsibilities could be reflected during the next clerk’s salary review.
- PLANNING APPLICATIONS
6.1 18/00283/OUT:Jaspers Green, single dwelling. MDDC had refused outline permission
6.2 18/00133/MARM: 248 dwellings in Uplowman Road: Reserved Matters for information. Cllr Milner commented that access from Uplowman to Tiverton was still through the proposed estate. UPC had made this point before and it was thought unnecessary to make it again.
6.3 18/00589/PNAG: Lowerman Fm: Erect Agricultural Building,: had been approved by prior notification procedure
6.4 18/00739/House: 1 Chapel Cotts, alter flat roof. UPC had not commented.
6.5 18/00668/PNAG: Hill Fm: Erect livestock blgd – MDDC had refused this as too close to highway.
6.6 18/00663/House: Willow Barn, erect extension: Application had been approved by MDDC
6.7 18/00783/F:Chieflowman Fm: convert agricultural buildingg to dwelling. Cllr Adcock, related to the Appplicant, declared his interest in the matter and left the meeting during the discussion. It was noted that there was a related application for listed building consent. The councillors felt that there was no significant objection but that neighbours should be consulted before replying. Cllr Milner would do this in time for the consultation deadline the following week.
- PARISH PLANNING
7.1 About 60 participants had attended the open evening on 18th May. A number of suggestions had been recorded and the group had met on 10th July to consider what might be taken forward. Some items that UPC could take up included: footpath signage; traffic calming; information boards at the hall.
There was a call for a dog waste bin at the Green. The Clerk noted that this had been considered in the past but MDDC advised against this location because of the odours it would generate.
- CORRESPONDENCE
A list of correspondence received and sent had been circulated. Attention was drawn to the following items of interest that were not covered elsewhere:
8.1 The police could provide small grants for community safety projects
8.2 DCC was proposing to decommission the SOS telephones on the A361 link orad and enquired whether UPC would take on the maintenance. The Councillors were minded not to do so and the Clerk would inform DCC.
8.3 The Clerk noted that , on behalf of UPC, he had entered an agreement with the Ordnance Survey for licenced use of their mapping. Provided that the use was for local authority matters, there would be no cost.
8.4 A public consultation on the proposed merger of D&C Police and Dorset Police was underway until 27th August. Anyone wishing to comment could do so via the Devon & Cornwall Police website.
- 9. HALL AND RECREATION ASSOCIATION
9.1 UHRA had recently held its AGM, since when Mrs M Norman was now the Chair and two new members had joined the committee.
9.2 New fund raising was needed for repairs and maintenance, including a new dish washer. The marquee had been damaged by wind and recent events had resulted in damage to the fences and flooding of the changing rooms.
- EMERGENCY PLANNING AND NEIGHBOURHOOD WATCH
10.1 No report received.
- VILLAGE IMPROVEMENT PROJECTS
11.1 School parking was currently not causing significant problems apart from one large vehicle that regularly parks at the lane entrance and impeded access for the minibus.
11.2 Cllrs McCombe and Adcock had considered installation of the proposed projector in the Hall, to be part funded by the donation of £420 from the Parish Magazine. It was resolved to purchase the projector and Cllrs McCombe and Adcock would arrange, to be reimbursed.
11.3 Cllr Adcock suggested refurbishing the bus shelter as a display point. He would look at what work was needed and report back to the next meeting.
- STATE OF ROADS IN PARISH
12.1 Whitnage Lane was being proposed as a bridleway. Ms Tania Weeks of DCC had borrowed UPC’s historic minutes as part of her reserch into this proposal.
