Report for Newton St Cyres Parish Council Oct 2022 – Sue Rowell Climate Officer

Newton Environment Group

  • The Mid Devon Wildlife warden scheme has been set up and volunteers are being trained.
  • FoodShare events at coffee mornings have worked well with donations from many residents of fruit and vegetables for free distribution- thank you to all who have contributed. The next events will be on 8/10/22 and 22/10/22. Please bring along any surplus food on the day.
  • The Green fair was held on 24 Sept in Crediton Town Square and was well attended. The Groups work was publicised, seed “bombs” were made by children and adults and the Water Quality work was on display to encourage more volunteers to join the scheme.
  • Work is also progressing on the Community allotment with the next work party on 9/10/22 – all are welcome.

River Creedy Catchment project

The initial meeting has been held and some sources of funding pledged to allow the project to be set up. Plans are to be progressed once a lead partner has been identified.

Energy Efficiency and Local schemes

I attended a further presentation on community solar energy schemes presented by Devonenergycic.co.uk ,  entitled Power Allotments (see their website for full details and a copy of the presentation). This is a scheme supported by Devon CC and is being organised on a different premise to the previous presentation. The scheme seeks to ask local communities to identify potential sites for small scale solar arrays (approx. 5 acres) which meet a number of criteria. Surplus profits are made available to the community, but there is not a direct reduction in energy bills due to legislation currently preventing this and infrastructure issues.

They have prepared a map showing those areas which would not meet the requirements due to being urban areas or too far from connection points etc. They would be involved with negotiations with landowners, Western Power and LPA’s regarding planning. Anyone can propose a suitable site. Funding of approx. £1.2 million would be sought through equity and debt financing with a ROI for local investors over 25 years. There are implications for the Neighbourhood Plan for this kind of opportunity but is certainly something to consider. I suggest a subset of Councillors may like to investigate this proposal further.

I wrote to our MP asking him to support the Community Energy Bill which would create more potential opportunities for small communities to benefit directly from local schemes. I foresee no immediate changes to be forthcoming from his reply.

Local Woodlands

Flood mitigation measures to be further investigated for implementation in the Shuttern Brook headwaters, along with training for community resilience flood wardens which is due to take place now in the Autumn.

Devon Local Nature Partnership Community Awards

I am awaiting the outcome of our submission. Meanwhile the wildflowers on the green, outside the school and in the Churchyard have been cut back for this year and removed.

Tree Protection Orders

A number of potential additional trees across the parish to be considered have been identified and discussions have begun with MDDC Tree officer as to their suitability to have protection.
